Helping the Driver & Vehicle Licensing Agency improve organisational agility & performanceThe Driver & Vehicle Licensing Agency (DVLA) maintains a database of more than 40 million licensed drivers in Great Britain and over 30 million licensed vehicles across the UK. It employs over 7,000 staff and faces ongoing pressures to drive efficiencies and improve performance. The Board had identified a number of strategic objectives and needed help to turn these into action. These included improving the way in which it interacted with its customers, modernising its organisation design and HR practices, and strengthening internal leadership.
CMC designed and managed an organisational change programme to deliver new capabilities. We introduced job families, redesigned jobs and teams, restructured management layers and roles, and professionalised pay & reward and performance management. We created and facilitated an organisation-wide community of business change managers, and worked alongside DVLA employees transferring knowledge and skills. This developed new capabilities, enabled a smooth transition to business as usual and successfully supported the long term transition and adoption of new ways of working
The programme reduced management numbers by 20%, decreased management layers from 6 to 4 and identified productivity savings of 20% through job/team redesign. New roles and career paths helped enabled DVLA to professionalise and develop a rigorous skills-based management regime. CMC left the DVLA with an improved capability to deliver strategic and business change, realising substantial benefits and cost savings, and enhancing organisational competencies.
